Yes capital expenditure is the money a company spends to buy capital assets (buildings, machinery and other equipment). So yes, the capital expenditure should be an asset.
There might be cases where expenses incurred for capital assets might not be able to capitalised. For example, repair and maintenance cost can not be capitalised as it’s an expense. On the other hand, I wouldn’t include maintenance costs in the capital expenditure.
