Liquidity is not necessarily connected with the amount you spent to buy a security. The fact that these stocks do not cost that much makes it easier to subsequently sell them but that is not necessarily the case with all penny stocks. You will definitely find a lot of penny stocks that are highly liquid but you can also find illiquid penny stocks (which might be an indicator for a bad investment as well).
