Do you know if the fees that investors pay (for brokerage) are fully tax deducted and how exactly does that work?

If you mean that fee you pay to your broker for a transaction then yes, brokerage fee is tax deductible. This fee is deducted from the gain you realise or added to the loss you realise. If you are talking about the management fee, then you they are tax deductible as long as they higher than 2% of your income.
